Cost guide

PR agency cost vs paying per placement (2026)

PR agencies that publish prices charge from $1,500 a month (The HOTH's Digital PR plan) to $15,000 to $75,000 a month (5W Public Relations), and a BuzzStream survey of about 70 digital PR providers averaged $5,458. Paying per placement costs a median $2,167 per outlet on Essentras, for a paid page rather than earned coverage.

Most PR agencies publish no price and quote after a call. These are the agencies, surveys and directories that do publish figures, with what each figure covers and the day we read it. Ranges are as published: verify at the source before you rely on a figure.

Inside a retainer

What does a PR retainer buy?

Staff time. 5W's own pricing page says staff time is what a PR firm sells, and that team size, scope and markets set the price. At Clutch's average US rate of $100 to $149 an hour, BuzzStream's average $5,458 retainer buys about 37 to 55 hours a month.

What retainers usually include

Strategy and messaging

Positioning, angles and the story calendar. A placement does not include it.

Media relations

Building lists, pitching reporters, handling replies and interviews.

Materials

Press releases, bylined articles, fact sheets and briefing notes.

Monitoring and reporting

Coverage tracking and a monthly report. Ask which tools and which metrics.

Spokesperson preparation

Interview coaching and message testing before big announcements.

Crisis readiness

Often priced separately; 5W advises agreeing crisis terms before an incident.

What a retainer does not buy is a promise of coverage. Otter PR's terms, for example, say it does not guarantee any media placement unless a guarantee is written into the order form (terms effective 12 Oct 2026).

On top of the fee

What is billed on top of a PR retainer?

5W lists the costs usually added to a retainer, passed through at cost or marked up: wire distribution, creator and influencer payments, monitoring and analytics software, travel and events with photo and video, and translation. Ask for the expense policy in writing before you sign.

  • Press release wire distribution, priced by the wire per release. Our wire pricing guide compares every published rate.
  • Creator and influencer payments.
  • Media monitoring and analytics software.
  • Travel, press events, photography and video.
  • Translation for launches in more than 1 language.
  • Compliance review in regulated sectors, which 5W says adds its own line items.
  • Term and exit: start date, end date, renewal, price increases and notice. Otter PR's terms ask for notice on its cancellation form 7 days before renewal on monthly plans and 20 days on longer contracts.

What does paying per placement cost?

In the Essentras catalog of 3,886 priced outlets the median placement costs $2,167 and the middle half costs $752 to $4,260 (price index, 14 Oct 2026). Price rises with authority: the median is $1,517 at DA 50 to 69, $2,547 at DA 70 to 79 and $5,897 at DA 90 to 100. Each outlet's page shows its price before you pay.

Same budget

Retainer or per placement: what does the same budget buy?

Spent per placement, 6 months of BuzzStream's average retainer ($32,748) buys 17 placements at the catalog median in 1 order with the volume discount, or 6 at the DA 90 to 100 median. Per story, the retainer costs less than a median placement once it lands more than 2.5 stories a month, and earned stories carry weight a paid page does not.

  • Bought 1 at a time instead of in 1 order, the counts are lower: the volume discount applies to 3 or more placements in the same basket.
  • The comparison is about money, not equivalence. A retainer also buys strategy, relationships and crisis cover; a placement buys a page that runs, with the label its listing states.
  • The last column divides the monthly fee by the catalog median: arithmetic, not a forecast of what an agency will land.

Earned vs paid

Is paying per placement the same as hiring a PR agency?

No. An agency works for earned coverage: a journalist decides to write about you and nothing is guaranteed. A placement buys a page that runs, at a price you see first, with the label its listing states. Use each for what it does.

Choose

When is a PR agency the right choice?

Hire an agency when you need judgment and relationships more than pages: a crisis, a launch that needs interviews, steady earned coverage in outlets that do not sell space, or a story you want journalists to tell. Pay per placement when a specific page must exist by a date at a known price. Many brands do both.

Step by step

How do you compare a PR proposal with a per-placement quote?

The monthly fee is the least informative number in a proposal. These 7 steps put an agency quote and a placement quote on the same page.

  1. 1. Write down the goal and the date

Earned stories, a page by a date, crisis cover, or all 3. The goal decides which quotes are comparable.

  2. 2. Ask who works on the account each week

Names and titles. Senior hours cost more, which 5W's own page names as the main price driver.

  3. 3. Ask what counts as a deliverable

Pitches, placements and reports are different units. Get monthly counts, definitions and the metrics you will be measured on, in writing.

  4. 4. Ask for the term, renewal and notice

Start and end dates, auto-renewal, yearly increases and the notice period, in the contract.

  5. 5. Ask for the expense policy

Wire distribution, tools, travel and production are often extra, at cost or marked up.

  6. 6. Price the placement side

For the outlets you want, read price, turnaround, link policy and label on each listing, or run the calculator above.

  7. 7. Compare per outcome, not per month

Divide each quote by what it can promise. A retainer promises effort; a placement promises a page.

FAQ

Frequently asked questions

How much does a PR agency cost per month?▾

Published figures run from $1,500 a month (The HOTH's Digital PR plan) to $15,000 to $75,000 (5W Public Relations). A BuzzStream survey of about 70 digital PR providers averaged $5,458. Most agencies publish no price, so get written quotes.

How much do PR firms charge per hour?▾

Clutch's PR Pricing Guide 2026 puts the average US rate at $100 to $149 an hour. At that rate a $5,458 monthly retainer buys about 37 to 55 hours.

What is pay per placement PR?▾

A model where you pay only when coverage runs. Everything-PR estimates $2,500 to $10,000 or more per guaranteed placement. Ask how the firm defines a placement and what label it carries. Buying a listed placement on Essentras is different: the outlet, price and label are known first.

Is a PR retainer worth it?▾

It is when you need strategy, relationships and earned coverage. On cost alone, a $5,458 retainer beats a median catalog placement per story once it lands more than 2.5 stories a month, and earned stories carry weight paid pages do not.

What does a PR retainer include?▾

Usually strategy, media relations, press materials, monitoring and reporting, and spokesperson preparation. Wire distribution, software, travel, production and translation are often billed on top, according to 5W. Coverage itself is not promised.

Can I hire a PR agency for a single project?▾

Yes. Everything-PR estimates projects at $10,000 to $75,000 over 60 to 120 days, for a launch or a funding round. Ask for a fixed scope, a timeline and a written definition of done.

Is a paid placement the same as PR coverage?▾

No. Coverage is a journalist's decision; a placement is a page you pay for, with the label its listing states. Wikipedia does not count paid media toward notability, and paid content is a small share of AI citations in Muck Rack's 2026 study.

What is the minimum budget for PR?▾

Among published prices, The HOTH's Digital PR plan starts at $1,500 a month and 5W's retainers at about $15,000. Below that, pitch reporters yourself, or buy single placements: the catalog median is $2,167 and Medium costs $97.

Do PR agencies guarantee coverage?▾

Most do not. Otter PR's terms, for example, say it guarantees no media placement unless the order form states a guarantee. Firms that do guarantee placements usually charge per placement; ask what label the article carries.

Does Essentras sell earned PR?▾

No. Essentras sells paid placements on 3,886 named outlets at listed prices, with the label each listing states, and says so. For earned coverage, pitch reporters yourself or hire an agency.
